As demand for clean energy surges across Indonesia, global investors are seeking support to make confident decisions that shape Indonesia’s sustainable future. Haskoning together with its renewable energy division Pondera, has successfully executed a Technical Due Diligence (TDD) on 15 solar and hydropower projects, both operational and in development, across Indonesia. 

Our client, a consortium of global investors, engaged Haskoning to assess the viability of acquiring this diverse portfolio of renewable energy. With our blend of consultancy and engineering expertise, we supported the client throughout the transaction process, identifying red flag risks and recommending mitigation strategies. For the assessed power plants in operation, we adopted a two-phase approach: preliminary due diligence followed by site inspections. This enabled us to scrutinize production performance, revenue, and availability against design assumptions and resource data. We also assessed major maintenance events, operational expenditures, permit compliance, and contractual arrangements with OEMs, O&M contractors, offtakers, and insurers. Technical abnormalities were inspected, and we provided recommendations to enhance and sustain high productivity and availability. 

One notable red flag uncovered during our due diligence was a flooding incident that caused an inverter short circuit, resulting in several months of partial downtime at one of the plants in 2024 (indicatively illustrated in the graph below). Although the plant owner had identified preventive measures, these were not yet implemented at the time of our inspection, just ahead of the approaching rainy season. In response, we advised the client to prioritize completion of the flood mitigation works and additionally recommended investing in a spare inverter. This proactive step would help avoid long lead times in case of future failures, minimizing production losses and ensuring operational resilience.

For the assessed projects still in development, our focus was on evaluating plant design, projected production, spatial planning, and alignment with offtaker procurement plans. We also analysed the development timeline and identified remaining milestones. Each project was reviewed for current red flag risks, with tailored mitigation recommendations provided. 

This multidisciplinary TDD was made possible through seamless collaboration between our consultants and engineers based in both Indonesia and the Netherlands.
